"a monthly, cash out of pocket stipend to students"

Exactly. Its a weekly cash injection of $170-$190 NZ dollars ($90-$100 US dollars) - not really enough to live on, but pretty close. The current rules state you can only get it if your parents earn less than $50,000 a year, ie, its only for poor families. Support for the poor, right? Sounds fair enough, if you believe in socialism.

But Labour (socialists) are proposing giving this handout to ALL students - even the ones whose parents are millionares and pay for them to live in a flash new inner city apartment. Handouts for the rich and middle class!

"This isn’t a tax cut or a tax credit or a tax refund" - no - it's a BRIBE!

Lol. Are you f*****g kidding me?!
Sorry. Clarify this a bit for me if you would. This isn't a tax cut or a tax credit or a tax refund but what a monthly, cash out of pocket stipend to students? One that, by 2012, won't be reliant at all on financial "need" basis?
And this bit:
"Most of these students would receive no allowance under the current rules and need to borrow, receive help from their parents or work part-time, to make ends meet."

Oh the horrors!
